Up to now, Quang Ngai City has expanded its administrative boundaries; however, the city’s technical, social, and economic infrastructure has not yet been fully synchronized. Recognizing the market demand and considering investment capacity, potential advantages, opportunities, and challenges, Thien Tan Group has researched and evaluated the possibility of investing in the development of a modern and comprehensive urban area.
The Thien Tan New Urban Area Project proposes the construction of a new provincial administrative center within the project area. The investor will develop complete infrastructure to create favorable conditions for building the administrative center (estimated area of approximately 30 hectares).
The planning study area covers approximately 249 hectares, divided into three zones:
+ Zone 1: The central island area in the river, approximately 184 hectares.
+ Zone 2: The southern riverbank along the My Tra – My Khe road, approximately 49 hectares.
+ Zone 3: The northern riverbank along the My Tra – My Khe road, approximately 16 hectares.
The development of the administrative center will be combined with the construction of an administrative square and an event square featuring a musical fountain, enabling the organization of festivals, cultural and artistic events, and major community activities.
The Thien Tan New Urban Area Project will develop synchronized technical infrastructure, complete transportation systems, permanent river embankments, flood-resistant land elevation, urban-standard water supply systems, environmental sanitation, and attractive landscapes. This modern infrastructure will make the project a model urban area for Vietnam.
The internal road system on the island is mainly designed with two lanes (7 meters wide) and sidewalks of 8 meters on each side. Pedestrian and bicycle lanes are integrated within the sidewalks to maximize traffic safety.

Provincial Administrative Center
The proposed administrative center is located within the project area, backed by Thien An Mountain and facing the Southeast. The right-side view (White Tiger) overlooks Thien But Mountain, while the left-side view (Green Dragon) faces the Bau Giang river system. The provincial administrative center will be designed as a spacious, modern, and well-equipped complex to meet all working and operational needs.
Administrative Square – Thien Tan New Urban Area Project
The administrative square will be built in front of the administrative center to create an open and attractive landscape space for the new urban area. The square will feature green spaces, water landscapes, and modern infrastructure, creating an ecological and refreshing environment similar to famous public squares in major cities around the world.

Event Square – Thien Tan New Urban Area Project
Thien Tan Group plans to build an event square and a musical fountain complex. This area will serve as a venue for provincial festivals, parades, cultural and artistic activities, tourism events, and various outdoor programs.

Based on the land-use planning scale of the project and surrounding areas, the investor will develop modern educational facilities. The school will be located within a safe service radius, allowing students to attend school independently. The international school will be developed with modern infrastructure including classrooms, libraries, auditoriums, technical equipment, playgrounds, and high-quality teaching facilities.

The investor will facilitate the development of a five-star international hospital within the project area. The hospital will feature modern design, advanced medical equipment, and high-quality healthcare services to serve residents within the planning area and the entire province.
Multi-functional Entertainment Complex – Thien Tan New Urban Area Project
A large entertainment complex will be developed for visitors of all ages, especially children. The complex will include both active and relaxation spaces to provide entertainment activities throughout the week and especially on weekends.
Commercial and Office Service Center – Thien Tan New Urban Area Project
To meet the increasing demand for office spaces and commercial services, Thien Tan Group plans to develop a high-rise complex (over 22 floors) including offices, luxury commercial services, modern apartments, supermarkets, entertainment areas, gyms, cinemas, restaurants, cafés, international brand shopping centers, and conference facilities.

Residential Renovation Area – Thien Tan New Urban Area Project
Most residential areas within the project boundary will be upgraded to minimize land clearance. In areas where infrastructure development requires relocation, residents will be resettled within the project area.
Townhouse Residential Areas – Thien Tan New Urban Area Project
Townhouse areas will be developed to meet the housing needs of civil servants, engineers, and professionals working in the region. Each plot will have an area of approximately 250 m² with landscaped gardens and walking paths to enhance community living standards.

Thien Tan Group plans to develop a high-end villa area with plots ranging from 500 to 700 m², offering scenic views and modern amenities to serve high-income households and professionals working in industrial zones and major projects.

Waterfront Tourism and Service Area – Thien Tan New Urban Area Project
The northeastern residential area is planned as a waterfront commercial street. Buildings will face both the road and the river, allowing the development of culinary streets, tourism services, and entertainment areas similar to famous waterfront districts such as Zhouzhuang (China), Venice (Italy), and Amsterdam (Netherlands).

A golf driving range with an area of approximately 7 hectares will be developed to promote high-end sports activities and enhance green spaces within the project area.

The project will be developed as a closed urban community with 24/7 security monitoring using modern technology systems. The Thien Tan New Urban Area Project aims to promote urban development in the region and establish a modern ecological-administrative-service urban center integrated with the natural landscape of Thien An Mountain and Tra River.
